It is unregistered/unlicensed
 
I bought this recently with a trailer, but I only wanted the trailer as I already had a boat!
 
It is a 12 ft dinghy. The middle seat has been removed to make more room for nets esky etc

Previous owner had it patched at a fab shop and had extra reinforcing done. There are three half tubes welded underneath.
It's a very light boat and would be an ideal car topper.
